What version of Windows? We had a problem with a Win98 machine - it just would not flash. Trying the same hardware plugged into a win2000 laptop, and it worked perfectly.

Also, do check the jumpers, and use a short flatcable for flashing. Also check the serial cable for broken connections.

The idea of the troubleshooter dialog is, that you have those checkboxes, and you measure the voltages with a voltmeter, they should be close to the ones that the troubleshooter shows you. Doing a [x] checkmark changes the value in the window, and should also change it in the PIC.
