bandbreite beschränken?

HI hab ein kleines Problem.

Hab den Pc von der Schwester von meiner Freundin ins LAn ghängt ( 12 rechner insgesamt ), Dieser geht über meinen Gateway raus ( redhat 7.1 Iptables )

Wie kann ich ihr die Bandbreite beschränken auf sag ma mal 7 kb down und 4 up. Fürs Linux hab ich nix gfunden.
Auf ihrem Rechner rennt win2k. Gibts so ein Programm für Windows?

Das Problem is das der Gateway auch ein 80gb fileserver is, also darf nur der speed ins netz beschränkt werden.

Hat einer eine Idee?
