CAUSE
This problem may occur if the Windows Installer files on your hard disk are damaged.

RESOLUTION
To resolve this problem, update Window Installer to the latest version, and then rerun Setup for the Microsoft program that you want to install. To update Windows Installer, follow these steps.
For Microsoft Windows 98, Microsoft Windows 98 Second Edition, and Microsoft Windows Millennium Edition (Me)
Visit the following Microsoft Web site, and then download and install Windows Installer 2.0:
