You can try following changes:
COM R3 1K: try a 10k instead

Another try:
leave the controllers connected, but disconnect the key cables from the working controller. Then test, if the problem on the other controller remains.

I have tried both your suggestions but the problem is exactly the same. Replaced the 1k on the COM3 card for a 10k, and disconnected all the KEy wires on the working controller (ID4). Any more suggestions? Can something be faulty on the ID3 key card even if it is working when the ID4 Keycard is disconnected from the bus (I have also replaced the PIC on the ID3) ?
