Das sind die Identifiers. Wenn der Tower sich also mit dem Platznamen melden soll müssen die genauso heissen wie du sie im editvoicepack benenntst.
The Airport Agent Names node
The airport agent names are used in communication between the "agent" (for example the tower controller) and the pilot. Right click the node and select Create New to add a new item in the list. The Identifier must match the identifier of an existing agent but should not contain the AGENT_NAME prefix. All agents are defined in the Flight Simulator Scenery files. At best tool I am aware of to add or change agent names in the scenery files is to use AFCAD by Lee Swordy (available on all major flight simulator sites). In the current version at the time this was written (version 1.2.2), open an airport, and then select Comm Frequency List from the Lists menu. The agent name is the string referred to as Name in AFCAD.
Often the agent name will match the ICAO name mentioned below, so it would be obvious to use the same modification for both purposes. Unfortunately this is not directly supported in EditVoicepack 2.0. It can be done manually however:
Export your completed ICAO modification.
Open the *.vcpmod file in Notepad
Find the first instance of the text "AIRPORT" and replace it with "AGENT_NAME". Notice that only the first instance should be replaced.
Save the file from Notepad.
Import the file into EditVoicepack.
If you created the agent node before the ICAO node, please follow the same procedure but replace "AGENT_NAME" with "AIRPORT". While it is the plan to make it possible to copy directly between agent names and ICAO nodes in future versions of EditVoicepack, I can't promise when and if it will be supported.
