I found a solution to my own problem:
Remove any network cards.
Remove Dial-up Adaptor (Networking)(Use Add/Remove Programs in the Control Panel)
Start REGEDIT (an exe file found in the Windows folder)
Go to HKEY-LOCAL-MACHINE\System\currentcontrolset\services
Delete the Winsock and Winsock2 folders.
Go to the VXD Folder (same key) Open and delete Winsock and Winsock2 folders.
Go to Remote Access Folder (same key) Open Authentication Folder and delete SMM folder.
Reboot your computer.
Go to Add/Remove Programs and reinstall Dial Up Adapter (Networking).

Tip: Mach zuerst die Registry-Änderungen und erst dann entfern in der Systemsteuerung->Netzwerk alle Einträge.
Hab des selber mal vor an Jahr oder so auf einem Rechner gehabt und mich im Netz dumm und dämlich gesucht bis ich des obige Posting gefunden habe. Bei mir hats funktioniert, sogar auf einem Win98 Rechner, der des Problem hatte.
