As far as the minimum cruising distance from ground when flying VFR is 500 ft, you need a ceiling of at least 1500 ft to remain at a minimum of 1000 ft below clouds.
Visibility (in-flight):
8 km / 5 SM at and above FL 100 or 10 000 ft
5 km / 3 SM below FL 100 or 10 000 ft
