Stimmt, ohne JS bleibt wohl nur eine Serverseitige Variante (außer das innere formular hat als action ein mailto:, dann bleibt der Browser vielleicht auf der Seite).
Mit <noscript> kann man aber entweder eine Fehlermeldung anzeigen lassen, oder das ganze auf zwei Seiten aufteilen.
