Gar nicht. An sich sind zweistellige Domains nur bei nicht Länder domains möglich (.com, .org usw). In Deutschlansd wurden ganz am Anfang ein paar zweistellige Domains registriert, die DENIC hat sich entschlossen die beizubehalten. Daher gibt's ein paar zweistellige (z.b.
http://www.ix.de ), es werden aber keine Neuen mehr registriert.
