Wie schon weiter oben steht: Der IE zeigt den alt text als Tooltip an, daß ist aberin keinem Standard festgeschrieben, daher macht's Mozilla z.B. nicht.
Wenn's dir so wichtig ist, kannst es aber per JS erzeugen, indem du im onMouseover Attribut ein Layer erzeugst und das anzeigst.
