Hi abnmdcwife,
I just fixed this problem for a friend who was running NIS 2003 under XP.
What I did was go to Start > Run > msconfig (like Hazleyze was saying), but I went into the "Services" tab (you don't need to be in safe mode, at least I wasn't). I selected "Hide All Microsoft Services" at the bottom, so I could find the Symantec services easily. I unchecked them all and hit "Apply". After rebooting I was able to uninstall NIS using the "Change" button under Add/Remove Programs as normal. Hope that fixes it for you too, that's an annoying bug. Good luck!
