he/she has the IQ God gave a cabbage
he/she is intellectually challenged by cheese
the lights are on but nobody's home
he/she is not the sharpest knife in the drawer
if they were ships, they would not be the brightest lights in the harbor
there is air gettting in
he/she is not playing with a full deck
the lift does not go to the top floor
he/she is not a full shilling
he/she really doesn't have all his/her dogs on one leash
he/she forgot to pay his/her brain bill.
