Ich interpretiere das mit meinen marginalen Computerenglischkenntnissen so:
Entweder Deine Mailbox ist voll (Quota)
oder die Message - das Email zu groß (über dem Limit das d. Provider zuläßt)
Quota = 0 bedeutet aber eher daß die Box voll ist.
